主要内容:Abstract:Emergencyresponseforshipoil—spillaccidentshouldberegardedasadynamiccomplexsystemconsisting ofhuman,machineandorganization.Recentlythereliabilityevaluationandoptimizationofmachineandorganization inemergencyresponseattachedmuchattention,butthehumanreliabilitywasignoredintheresearch.Thisigno— rancewillnegativelyaffectthereliabilityofthewholeemergencyresponsesystem.Shipoil—spillaccidentnotonly leadstoheavelossesofmoneyandhumanlives,hutalsoproducesseriousenvironmentalpollutions.Consequently moreandmoreinternationa1maritimeinstitutionshaveattachedhighlyimportancetoit. Inanattempttoimprovethereliabilityofemergencyresponseforshipoil—spillaccident,ahumanerroranalysis modelwasdevelopedconsideringfeaturesofshipoil—spillaccident.Themodelwasdevelopedonatheoreticalbasis withreferencetocognitivepsychologyandHRA.Itanalyzedthreetypesofhumanerrorsincludingcognitiveerror, decisiveerrorandacterrorandfourtypesfactorscausinghumanerrorincludingexternalenvironment,organization, operatorownfactorandhuman—machineinterface.Finallyanexampleofineffectiveoil—shipaccidentemergencyre— sponsehasbeenanalyzedwithCREAM(Cognitivereliabilityanderroranalysismethod),aclassicalsecondgenera— tionHRAmethods,inordertotestthefeasibilityandefficiencyofHRAmode1.
