Inanattempttoimprovethereliabilityofemergencyresponseforshipoil—spillaccident,ahumanerroranalysis modelwasdevelopedconsideringfeaturesofshipoil—spillaccident.Themodelwasdevelopedonatheoreticalbasis withreferencetocognitivepsychologyandHRA.Itanalyzedthreetypesofhumanerrorsincludingcognitiveerror, decisiveerrorandacterrorandfourtypesfactorscausinghumanerrorincludingexternalenvironment,organization, operatorownfactorandhuman—machineinterface.Finallyanexampleofineffectiveoil—shipaccidentemergencyre— sponsehasbeenanalyzedwithCREAM(Cognitivereliabilityanderroranalysismethod),aclassicalsecondgenera— tionHRAmethods,inordertotestthefeasibilityandefficiencyofHRAmode1. |
