leadstoheavelossesofmoneyandhumanlives,hutalsoproducesseriousenvironmentalpollutions.Consequently
moreandmoreinternationa1maritimeinstitutionshaveattachedhighlyimportancetoit.
Inanattempttoimprovethereliabilityofemergencyresponseforshipoil—spillaccident,ahumanerroranalysis
modelwasdevelopedconsideringfeaturesofshipoil—spillaccident.Themodelwasdevelopedonatheoreticalbasis
withreferencetocognitivepsychologyandHRA.Itanalyzedthreetypesofhumanerrorsincludingcognitiveerror,
